arrow:Information Communication Technologies and Local Government: A View from the South

Argentina is slowly walking along the path of ICT uses for social and civic purposes. Local governments and community organisations are understanding the potential advantages of Community Informatics, and facing a myriad of prejudices and material obstacles to implement it. This paper shows the first results of a three-year research on the subject of information technology, local governance, and community networks in the City of Buenos Aires. It deals with two intimately interrelated issues:

Biography

Susana Finquelievitch has a Ph. D. in Urban Sociology from the Ecole des Hautes Etudes en Sciences Sociales, Paris. Her professional activities include studies of urban social movements; interactions between State and community; urban environment; access to food and energy for low-income social groups; energy conservation in urban areas.

Current research interests: social and spatial impacts of information and communication technologies (ICTs); application of ICTs in urban management; ICTs in the transformation of the macro-territory; virtual communities; international and local use of community networks in Internet; community informatics.
